Sardar Harinder Singh Khalsa was born in 12 June, 1947 in Ludhiana Punjab in the house of S.Gopal Singh Khalsa who was a devout sikh and did not believe in casteism. S.Gopal Singh Khalsa was the chief Parliament secretary of Punjab assembly in 1937. In 1952 he was elected to the Vidhan Sabha as an Akali Dal representative and was the leader of opposition .
Mr Khalsa was very hard working and able student and got his M.A. English degree from Govt.college Ludhiana. After studies Mr Khalsa worked as lecturer in English at G.G.N Khalsa College.Ldh. During his lectureship Mr.Khalsa was selcted as I.P.S. in 1972. In may 1974 he worked as Executive Magistrate after clearing P.C.S(executive).In the same year he was selected in I.F.S(Indian Foreign Service). He worked in many countries as Indian Govt. representative. In 1990 during Prime ministership of Mr V.P. Singh Mr Khalsa returned to India and settled in Ludhiana. He headed Punjab Human Rights Organization for one year during which he highlighted excesses committed by govt machinery. Mr Khalsa was secretary S.G.P.C. from oct 1991 to 1993. In 1996 he was elected as Member of Parliament from Bhatinda . For three years he worked as member commission for SC and ST. Presently Mr Khalsa is contesting election from Dakha (Ludhiana) as Panthic candidate of S.A.D
